TAMIL NADU PUBLIC SERVICE COMMISSION

NOTIFICATION

POST: Assistant Surgeon (General / Specialities) in the Tamil Nadu Medical Service.

Pay: Rs. 8000 - 275 - 13,500/- per mensem.

Applications are invited against 504 (including 3 S.T. and 1 MBC/DC carried forward vacancies) vacancies for direct recruitment to the post of Assistant Surgeon (General -305/ Specialities-199) in the Tamil Nadu Medical Service.

Note:

(i) The number of vacancies advertised is only approximate and is liable to modification with reference to vacancy position at any time before or at the time of actual recruitment.

(ii) The selection will be made following the rule of reservation of appointments for Scheduled Castes, Scheduled Tribes, Most Backward Classes/Denotified Communities, Backward Classes and General Turn and 30% reservation of vacancies for women. If no qualified and suitable women candidates are available for selection, those vacancies will be filled in by male candidates belonging to the respective communal categories.

(iii) The 3% reservation for Physically Handicapped persons will not apply to this recruitment.

(iv) Preference given to "Destitute Widows" announced in paragraph 6(A) of the Commission’s "Instructions etc. to the Candidates" will not apply for this recruitment.

(v) One Hundred and Ninety nine(199) vacancies in the Speciality categories will be filled in only by candidates who possess Post Graduate Degree / Post Graduate Diploma in the speciality as indicated in the table under para 2 (A) and who are willing to serve in the Special Department of any of the Hospitals in the District i.e. in the District Headquarters Hospitals, Taluk Headquarters Hospitals, T.B.Sanatorium etc. atleast for a period of five years after which they will be considered for transfer to General line, i.e. other than the speciality or to teaching posts, if they so desire.

(vi) The candidate possessing Post Graduate Degree/Post Graduate Diploma in a Speciality subject for which vacancies have been notified can apply for both the posts of Assistant Surgeon (Speciality) in the respective subject and Assistant Surgeon (General).

(vii) Candidates who wish to be considered for both the posts should specifically mention in their application the PostGraduate Degree/Post Graduate Diploma possessed by them in the respective specialities.

(viii) Defence personnel released or likely to be released from the Armed Forces due to disability incurred in forward areas while on duty will also be selected if they are found to be otherwise qualified and if the Medical Authorities are satisfied that the physical handicap is not such as would render them incapable of efficiently discharging the duties of an Assistant Surgeon.

Note: The selection for appointment to the post of Assistant Surgeon (General and Specialities) in the Tamil Nadu Medical Service will be made by the Commission on the basis of merit and by following the rule of reservation of appointments and the list of selected candidates will be sent to Head of Department/Government. Appointments to the post of Assistant Surgeon General/ Specialities will be made, by the Head of Department after counselling. The vacancies for the post of Assistant Surgeon (General line) as well as vacancies for the speciality side shall be displayed and informed to the candidates attending counselling by the HOD so that they can make their choice.

(B). Conditions :

(i) In the event of selection they should compulsorily serve for a period of not less than three years in Government Primary Health Centres excluding any period spent on training, leave or higher education.

(ii) The candidates selected for appointment should join duty within 30 days. No extension of joining time will be granted under any circumstances, even if they are undergoing higher studies/Post Graduate Course. The name of the candidates who do not join duty within the stipulated time would be removed from the approved list without assigning any reason therefor.

(iii) Those who are undergoing Post-Graduate Course and applying for the post of Assistant Surgeon, have to submit a declaration to the effect that they will join duty within the time-limit of 30 days in the event of their appointment to the post of Assistant Surgeon.

(iv) The candidates selected for the post of Assistant Surgeon (Specialities) in the Non-Clinical side will be given postings in the Hospitals/Institutions in which the particular subject is attached.

(v) The candidates applying against the Speciality vacancies should give a declaration to the effect that they are willing to serve in the Speciality Department of any of the Hospitals in the District atleast for a period of 5 years.

3. DATE OF NOTIFICATION: 11 . 06 .2003.

4. AGE : Below 35 years as on 01-07-2003.

Note:-

i) No age-limit for Scheduled Castes, Scheduled Tribes, Most Backward Classes/Denotified Communities, Backward Classes and Destitute Widows of all castes. (The term ‘Destitute widow’ has been defined in the note under para 4 (A) of the Commission’s Instructions etc., to candidates).

ii) In the case of vacancies in Specialities, candidates who have exceeded the age limit may also apply. The relevant rule will be relaxed in their favour in the event of their selection.

5. QUALIFICATION: As on 11.06. 2003.

Candidates should possess the following or its equivalent:

Assistant Surgeon (General)

(a) Must be a Registered Medical Practitioner within the meaning of the Madras Medical Registration Act, 1914. (Evidence in this regard should be sent with the application).

And

(b) Must possess the degree of M.B.B.S. of any University or Institution recognised by the University Grants Commission for the purpose of its grant or the D.M. & S of the Government of Tamil Nadu.

Assistant Surgeon (Speciality)

Must possess the PostGraduate Degree/Post Graduate Diploma in the concerned specialities, in addition to the qualifications referred to against (a) & (b) above.

Provided that in the case of appointment in the Radiological Department of Government Medical Institutions in the State, the degree of M.B.B.S. of any University or Institution recognised by the University Grants Commission for the purpose of its grant shall be the primary qualification and other things being equal, preference shall be given to candidates who hold in addition to the degree, the diploma of D.M.R. (Madras); and (Some more details are given in para 5 of the Commission’s "Instructions, etc. to candidates").

Provided that other things being equal.,

(i) Preference will also be given to those who have put in a minimum service of one year as Medical Officer in a Primary Health Centre in this state.

(ii) Preference will also be given to those who have put in a minimum service of three years as Medical Officer in Government Leprosy Centres and Leprosy Departments in Government Medical Institutions in this State.

(iii) Preference will also be given to those who have served as Medical Officer in the grade of Emergency Commissioned Officers, Short Service Commissioned Officers, etc. in the Armed Forces.

6. FEE: Rs.125/- (Rupees One hundred and twenty five only)

The fee should be paid only through Crossed Account Payee Demand Draft obtained from any Bank payable at Chennai in favour of the Secretary, Tamil Nadu Public Service Commission, Chennai - 600 002. If the Demand Draft is obtained in a Branch of State Bank of India, it should be payable at the State Bank of India Service Branch code (8443) Chennai 600 006. The candidates should check up the correctness of the particulars in the demand drafts enclosed with their applications and if the demand drafts sent by them are found defective or invalid, their applicaiton will run the risk of being rejected. The Demand Drafts should have been obtained on or after 01.06.2003. The fee once paid by the candidates will not be refunded under any circumstances.

7. CLOSING DATE: 5.45 p.m. on 22 .07. 2003.

Note : The applications addressed to the Controller of Examinations, Tamil Nadu Public Service Commission, Omanthoorar Government Estate, Chennai - 600 002, should be sent only by 'Registered post with acknowledgement due' well in advance so as to reach the Commission's office on or before the above said closing date. In case, the application is handed over in the Commission's Office in person, a proper acknowledgement in the prescribed format should be obtained from the staff receiving the applications, failing which the Commission will not consider any representation at a later date in that regard.

8. CERTIFICATE OF PHYSICAL FITNESS:

A candidate selected for appointment to the post will be required to produce a certificate of physical fitness in the form prescribed for "Executive Posts". The standard of vision required is "Standard III".

9. In addition to the documents referred to in Paragraph 11 of the Commission's "Instructions, etc. to Candidates", A Medical Graduate, who has passed out from a Medical College in Madhya Pradesh should also produce a certificate from a competent authority in the Government of Madhya Pradesh to the effect that he/she is under no contractual obligation to serve the Government of Madhya Pradesh.

10. PROCEDURE OF SELECTION:

(i) The selection will be made in two successive stages i.e., (i) Written Examination and (ii) Oral Test in the shape of an interview. The final selection will be made on the basis of the total marks obtained by the candidates at the Written Examination and Oral Test taken together subject to rule of reservation of appointments. The appearance at the written Examination and Oral Test is compulsory. The candidates who have not appeared for any of the papers in the Written Examination or Oral Test will not be considered for selection even if they secure the minimum qualifying marks for selection.

(ii) Against the vacancies in the specialities, candidates possessing P.G. Degree or P.G. Diploma in the concerned Speciality above will be selected on the basis of their total marks in the examination and Oral Test taken together.

(iii) Written Examination and Oral Test:

The Scheme for the Written examination will be as shown in the Annexure. The Written Examination will precede the Oral Test. If the number of vacancies notified / reserved to be filled up from any one or more of the reservation group(s) (viz., Scheduled Castes, Scheduled Tribes, Most Backward Classes/Denotified communities, Backward Classes or General Turn) is five and above, the number of candidates to be admitted to the Oral Test shall be two times the number of vacancies to be recruited against those reservation groups based on the marks obtained by the candidates at the written examination, and if the number of vacancies in any one or more of the reservation groups of the same recruitment is four and below, the number of candidates to be admitted to the Oral Test of those particular reservation group(s) shall be three times the number of vacancies to be recruited against those reservation group(s).

(iv) The marks obtained by the candidates both in the Written Examination as well as in the Oral Test will be displayed in the Notice Board in the Office of the Tamil Nadu Public Service Commission in the evening either on the last date fixed for Oral Test or on the succeeding working day. The same will also be made available in the Commission’s Web site www.tnpsc.org.

11. Centre(s) and Date of Written Examination:

The Written Examination will be held at Chennai, Coimbatore, Madurai, Salem, Tiruchirappalli, Tirunelveli, Thanjavur and Chidambaram Centres. The Written Examination will be held on 11.10.2003 F.N. and A.N. (General - FN) (Specialities - A.N.). For the candidates who apply for General and Speciality vacancies; 11.10.2003 F.N. and A.N

Note:-

(i) Candidates should choose and write the examination at any one of the above centres

(ii) Candidates will be required to appear for the Written Examination at the centre chosen in their applications at their own expenses.

(iii) Request for change of centre will not be complied with.

12. LIST OF ENCLOSURES:

The following attested copies of documents should be enclosed along with the filled in application:-

i) Evidence of Date of Birth (S.S.L.C/HSC/TC).

ii) Evidence of qualification. (M.B.B.S. Degree / Provisional Certificate / D.M.&S. Diploma Certificate, P.G. Degree/P.G. Diploma in the Speciality subjects in respect of candidates applying for Specialities) (Mark sheet/or some other certificates will not be accepted). In the case of qualification other than the one specified above, equivalence of qualification should be sent.

iii) Medical Registration Certificate in the State of Tamil Nadu.

iv) Community Certificate from competent authority.

v) "No Objection Certificate" from the employer. (if employed)

vi) A certificate from the Medical Officer to the effect that he/she is a fit person if he/she is a physically handicapped and his/her percentage of physical handicap to be entered therein (if applicable).

vii) A Certificate of Destitute Widow from the Revenue Divisional Officer / Assistant Collector / Sub-Collector (if applicable).

viii) Two identical copies of recent passport size photographs in addition to the one pasted on the application form and another copy on the Identification certificate.

ix) Demand Draft for Rs.125/- towards fees (if applicable).

x) A certificate of Character and Conduct obtained from a responsible person on or after 01.06.2003.

xi) A certificate of Character and Conduct obtained from the Head of the Institution in which the candidate last studied/studying.

xii) Income certificate in respect of Physically handicapped persons who claim fee exemption (if applicable).

xiii) Evidence of Tamil Qualification (Mark sheet showing evidence of having passed in Tamil (i.e. SSLC/HSC).

xiv) Evidence regarding preferential qualification.

xv) Identification certificate and code sheet.

xvi) Declarations with reference to condition numbers (i), (ii), (iii) and (v) under para 2(B) of this Notification should be given in the format attached to the application form along with other particulars duly signed.

Note: Original documents need not be sent. Typed or xerox copies of documents duly attested even by the candidates themselves should be sent along with the application. Failure to send the above documents will entail summary rejection of the application.

CONCESSIONS:

Concessions in the matter of age, qualification and/or fees allowed to Scheduled Castes, Scheduled Tribes, Most Backward Classes/Denotified Communities, Backward Classes, Destitute Widows, Ex-Servicemen, Physically handicapped persons, discharged and serving temporary State Government employees below 40 years of age, etc., are given in the Commission's "Instructions, etc. to candidates".

 

Note: The Physically Handicapped Candidates should mention at the top of the application that "This application relates to a Physically Handicapped Candidate".

Note:

(i) The Question paper in the subject ‘Medical Science’ and ‘Speciality subjects’ will be set in English only.

(ii) The existing syllabi for Medical Science paper -I and Medical Science Paper-II and Speciality Subjects Paper-I and Paper-II have been clubbed together and constituted as a single syllabus. A single Question Paper in Medical Science is to be answered by the candidates who have applied for the post of Assistant Surgeon (General). A single Question Paper in Medical Science and single question paper in the concerned Speciality subject have to be answered by the candidates who have applied for both the posts of Assistant Surgeon (General) and Assistant Surgeon (Speciality). A single question paper in the concerned speciality subject is to be answered by the candidates who have applied only for the post of Assistant surgeon (Speciality).
